Right side rear seat and middle rear seat belt buckles fail to lock properly or not at all. One is currently useless. Left side rear ok. I noted this purchasing this car used inspecting. Is this covered under a warranty or federal mandate?

Takata recall - the 3 seat belts in the back do not lock while in motion. My 6yr. Son is constantly sliding while the vehicle is in motion. It occurs when the vehicle is stationary, in motion, on a city street or highway, turning, applying the brakes, abruptly swaying to right or left to avoid collision, etc.
