Toyota has issued a technical service bulletin t-sb-0107-19 titled "hesitation on acceleration from a slow or rolling stop". It calls for reprogramming of the electronic control module by a toyota dealer. It goes on to say that toyota is not notifying rav4 owners of this fix, you have to go to the dealer and tell them you are having a problem.

My 2019 tortola rav4 xle with 6401 miles on it has been experiencing problems with stalling since i first got it in august. I notice it especially when i don't make complete stops. It has only happened three times, but could cause an accident.
