Toyota has issued a technical service bulletin t-sb-0107-19 titled "hesitation on acceleration from a slow or rolling stop". It calls for reprogramming of the electronic control module by a toyota dealer. It goes on to say that toyota is not notifying rav4 owners of this fix, you have to go to the dealer and tell them you are having a problem.

There is a problem with the rear differential coupling that may cause the car to lock up at high speeds. The repair cost is ridiculous and toyota will not stand behind its product. The car makes terrible bumping noises at low speeds and sounds like it will lock up.
